In response to recent media reports about challenges faced by citizens in making cashless payments and transfers, the National Bank of the Kyrgyz Republic has provided clarification regarding the current situation.
The National Bank is actively working to develop infrastructure aimed at improving the country’s payment systems. Key initiatives include:The introduction of the National ELQR Standard, which facilitates seamless integration of payment systems and transfers using QR codes; Implementation of projects leveraging the national payment card “Elkart”, designed to enhance convenience for users.
The National Bank maintains constant oversight to ensure the quality and uninterrupted availability of payment services. Additionally, regular software updates are carried out to improve service performance and strengthen user security.
Despite these efforts, occasional technical disruptions may occur due to external factors such as: Issues with banking equipment; Power outages; Unstable internet or mobile network connectivity; Network attacks and cybersecurity threats; Malfunctions in services provided by third-party operators, including utility companies, the State Tax Service, the “Tulpar” system, and others. These external factors, beyond the control of commercial banks, can significantly impact the operation of platforms and services, resulting in delays or temporary service interruptions.
